Overview Description: 
 The following Composing Message preference does not appear to be hooked up.
 "Add HTML Style to structure style. For example format text contained as 
astrisks as bold".  I enabled and disabled the user preference before senting 
html and/or plain text message(s).  The sent messages did not appear affected. I 
tried using the format option to change from HTML to Plain text.

Steps to Reproduce: 
0) Removed my previous user profile before installing this builds
1) Start Seamonkey
2) Open Messenger through the Task menu
3) Edit|Preferences
4) Highlight the Composing Message preference
5) Disable the preference "Add HTML Style to structure style ..."
6) Start a HTML mail compose window
7) Address the message to yourself and add a subject title
8) Type in some text and add some formatting.  For example, make the text bold.
9) Select the Message menu
10) Changing the formatting to plain text only
11) Send the message
12) In Communicator 4.7, retrieve and view the mail message
    Notice the mail message has HTML sytles added to the mail message.
    In my case, I saw asterisks enclosing the text.

Actual Results: 
 It adds html tyle to the structure style.

Expected Results: 
 If I disable this user pref, it should not add html style to the plain text 
when I'm select the option to convert from HTML->Plain text only or HTML-> Plain 
text & HTML.

 From my understanding, this preference should affect converting from HTML to 
Plain text.

pmock, as pointed out before, there's no way to add HTML style to plain text

msgs, so we certainly never do this. This pref is only applicable for sending

HTML msgs. In this case and if enabled, I try to recognize *plain text tags* in

the HTML content and add HTML styles to them. This is basically an alternative

way to mark the text and then format it bold in the HTML editor (of course with

the difference, that there are stars in the first case). If not clear, please
