moz-icon URIs that refer to file: URIs should implement nsINestedURI this is complicated by the fact that whether the URI contains a file URI can change during the object lifetime (SetSpec) (from bug 386998 comment 13)
This was fixed in bug 1173214, but hey, I kinda wish we did it 9 years before as it would have saved us a security issue...
