Reproducible: Always Steps to Reproduce: 1. Install Lightning 2. Go to Compose mail 3. Try to edit toolbar icons (eg try to add 'Priority' dropdown)

Might be same as or related to Bug 388206
I'm not certain that this is a duplicate of Bug 388206, because the 'Customize Toolbar' window opens but without the proper Compose Toolbar in the 'Toolbar' dropdown or items to drag onto the Compose toolbar.

I think in the Composer window the 'default' Customize Toolbar dialog should be used and not the modified one for the main toolbar.

Confirming bug. This should be fixed by Bug 388206, adding dependency.

This is WFM with Tb 2.0.0.7pre (20070908) + Lightning 0.7pre (2007090803) on WinXP.
