[RFE]: prevent multiple browser windows from opening

Details
On some sites, all links open a browser window, thus slurping resources and
clutting my desktop. I would like to have a preference to prevent more than x
browser windows from opening. Some sites open a banner window when you go to
their site so I could limit the number of browser windows to 2, allowing for 1
website window and 1 banner window.

There is now a pref to make links always open in the same window.
