No work copy and paste (Ctrl+C and Ctrl+V) if input language set to Russian

If input language switched on Russian, no work ctrl+c, ctrl+v, ctrl+x and may be others. Else if switch on English, all work.
Reproducible: Always
Steps to Reproduce:
1. switch language on Russian
2. select text
3. press Ctrl+C
Actual Results:
nothing, in clipboard old data.
it problem happen with Thunderbird too.

They just aren't there at all. ;-)
