In Russian newsgroups, KOI8 8-bit (non-MIME) encoding is often used for Subject and other headers. When you open such message in standalone window and try to Reply or Forward it, in the new Composer window you don't have Subject pasted after Re: or Fwd:.
Reproducible: Always
Steps to Reproduce:
0. Set mail.strictly_mime_headers = false and
mailnews.{send|view}_charset_default = KOI8-U
in your preferences
1. Connect to NNTP server like ddt.demos.su, and open fido7.testing in it
2. Pick a message with Russian subject and open it in a standalone window
3. View message source and make sure that its Subject is not mime-encoded.
4. Try to Reply or Forward the message opened in standalone window.
Actual Results:
Its Subject is not transferred into Composer window Subject.
Expected Results:
Its Subject should be transferred into Composer window Subject after Re: or Fwd: prefix.
This effect is not obeserved when you Reply or Forward the message shown in the message view pane in the main combined window, or when your view pane is turned off and you just select a message from the headers list.

And it is not reproducible under Windows (the same SeaMonkey 1.1.4).
Did not test its behaviour under Linux Thunderbird.
