faaborg's review in bug 377784, comment 45 says that we should remove the introductory text at the top of the Applications prefpane, since it's inconsistent with the other prefpanes and our use of introductory text in the application generally (which we avoid elsewhere because it duplicates information available in documentation and because it provides information that should be obvious in context).
