Format text/plain files just like plain-text messages

Details
Various formatting is optionally applied to plain-text messages when they are
shown in Messenger: URLs are detected and converted to links, _pseudo-formatting_
is detected and converted to the relevant physical markup, text may or may not be
shown in a proportional font, and so on.
There is no good reason that the same options shouldn't also apply to text/plain
files when they are viewed in Navigator. When I open a plain-text file, apart
from the lack of headers, it should be just as if it was a plain-text e-mail
message in Messenger -- URLs should be linkified, _pseudo-formatting_ should be
enhanced, and so on.

I had looked to see if this was already reported, but had very little idea of
what such a bug would look like ...
Verified dup.
