This is a purposeful duplicate of bug 69230. Details follow

Bug 69230 is 6.5 year-old bug that affects a vast number of users. All shortcuts involving modifier keys do not work in non-English layouts. See comment 100 in the bug for a full list. Firefox is currently the only Linux app exhibiting this behavior.

Unfortunately, there is no way we can attract attention to this bug as it doesn't have the newer blocking-firefox2 or blocking-firefox3 flags.

No attention has been given to the bug for the past 6.5 years. Those few developers that looked at the bug either did not pay any attention at all or are too busy with other tasks.

This bug represents a *major loss of functionality* for those users that have no English layout installed or have it installed as a third-fourth layout.

Please do not close this new bug until all relevant newer flags appear in bug 69230 and more than one developer looks at it, preferably team leads or even project leads.

Just because an older bug hasn't received any attention is no reason to open a duplicate. Duplicates do more to waste developer's and triager's time than to draw attention to things. The bug in question doesn't have blocking-firefox flags because it is not a Firefox bug, but a core bug so blocking-1.9 is more appropriate. I see that you have already requested this. These requests are checked through frequently so rest assured that that bug will get looked at.
