I can't make a page scroll until I click either on the up/down arrows or click below the blue "bubble" bar. If the blue bar is at the very top of the scroll channel, dragging on it does not move the bar. After clicking on either the channel or the up/down arrows, then the bar can be dragged. If it goes all the way back to the top, I have to click on the channel or arrows again to get it to move.

Steps to Reproduce:
1.Load a page
2.Try to move the bar by clicking on the blue area and dragging down
3.

Nothing
Expected Results:
The blue bar should move down.

I believe this is a duplicate of bug 324024.
I am getting the same problem on my Macbook Pro with Firefox 2.0.0.13.
Mozilla/5.0 (Macintosh; U; Intel Mac OS X; en-US; rv:1.8.1.13) Gecko/20080311 Firefox/2.0.0.13
This bug is really annoying because it is impossible to scroll the page by dragging the scrollbar elevator, until the elevator has left the top by mouse wheel or keyboard!
