BUILD: This is a problem in both Firefox and Seamonkey, current trunk and going back to at least 2007-01-01 in Firefox. Might have been a problem before then; testing Firefox builds over here is slow enough that digging further tonight is not going to happen.
STEPS TO REPRODUCE:
1) Make sure you're logged in to Bugzilla
2) Make sure that browser.formfill.enable is set to true.
3) Load https://bugzilla.mozilla.org/show_bug.cgi?id=397386
4) Type "bzbarsky" in the "Add CC" field
5) Hit enter to submit the form
6) Load https://bugzilla.mozilla.org/show_bug.cgi?id=397386
7) Type "bzba" in the "Add CC" field
8) Click on the "Product" combobox (the one that says "Core").
EXPECTED RESULTS: After step 7, form fill popup comes up with "bzbarsky" as an option in it. After step 8, this popup goes away.
ACTUAL RESULTS: After step 7, the right thing happens, but after step 8 the form fill popup flickers but does NOT go away.
ADDITIONAL INFORMATION: It doesn't matter what combobox one clicks on. The same thing happens. Clicking anywhere NOT on a combobox makes the form fill popup go away.
This bug make me wish for "minor but a major pain in daily Bugzilla use" severity, since it comes up all the time when I file bugs. I've turned off form fill to deal in the meantime.

This looks like a duplicate of bug 314853, which was marked a duplicate of bug 262123. The description of bug 262123 is a bit different, but given that they both only seem to be a problem on Linux, it seems likely they're at least related.
