When you click the "Keywords" label, I assume you most of the time want to read the definition of the keywords set for the bug you are viewing. So these keywords should be displayed at the top of describekeywords.cgi, with the remaining keyword definitions below (you can repeat already mentioned keywords if this makes the code faster and easier to write). An alternative could be to implement Asa's RFE, see bug 103587. Each keyword could be linkified (or use <abbr>) so that hovering it would display its definition in a tooltip. Even if bug 103587 is implemented, this doesn't invalidate my RFE, which could still be implemented.
