The 'Reload Live Bookmark' option is permanently greyed out in the Live Bookmark right-click menu

It's also worth noting that the Live Bookmark also does not reload itself periodically as is normally the case

My livemarks have been reloading automatically.  In fact I see new entries right now.

Actually, I think you're both right. If you look at the attachment you'll see 9 livemarks, the first 8 were registered before places landed, and after today's build (Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.9a9pre) Gecko/2007100304 Minefield/3.0a9pre ID:2007100304), they've lost their icon.
My guess is that iconless livemarks aren't updating, while those that still have it, are updating correctly. Also on the next attachment you'll see that old livemarks aren't read-only and have, and because of this, context menus look different.

mine all still have their icons and were, to my knowledge, added after places landed and the have, as i type, just updated themselves. 

It still took far longer than usual and doesn't help with the 'Reload Live Bookmark' issue

no live bookmarks get updated here (none out of 10) in the past hour.

Odd, probably a typo somewhere.

i don't have a 'browser.bookmarks.livemark_refresh_seconds' setting in about:config... but normally it refreshed the live bookmarks every 30-60 minutes or so [never actually counted] rather than the *hours* it took this time

Bug 451915 - move Firefox/Places bugs to Firefox/Bookmarks and History. Remove all bugspam from this move by filtering for the string "places-to-b-and-h".

In Thunderbird 3.0b, you do that as follows:
Tools | Message Filters
Make sure the correct account is selected. Click "New"
Conditions: Body   contains   places-to-b-and-h
Change the action to "Delete Message".
Select "Manually Run" from the dropdown at the top.
Click OK.

Select the filter in the list, make sure "Inbox" is selected at the bottom, and click "Run Now". This should delete all the bugspam. You can then delete the filter.
