We want to make sure users can find their threads after posting questions. We should give the users the option of e-mail notification of replies, and we should turn this notification on by default.

This needs to be on a per-forum basis. We don't want this in the contributors' forum.

Actually, that link's about another bug.

I'm thinking radio buttons on the Ask a question screen, just above the post/preview/cancel.

This would only be for logged in users.

It has been taken care off. But right now, the forumId is hardcoded into the template. Later on, I will get all these forum specific options into Tiki core system. We should have a separate db table for forum prefs, just like we have for user prefs, but that is not currently the case.
