See testcase, with a branch build, you can see all sides of the black border, but in current trunk build, you can't see the right and bottom border.
When I remove the overflow:scroll rule, then the right and bottom border also disappears in branch builds.
This behavior changed between 2006-01-25 and 2006-01-26, I guess the patch for bug 317375 changed this.
Opera9.20 and IE7 both show all sides of the black border just fine.

odd, only bottom is missing for me. right shows up fine

I have 'fat' scrollbars, maybe that makes the difference.
Neither right nor bottom show up for me.

Homebuilt shows same as Andrew, no right or bottom.
