Exclude mn locale for 0.7 release and remove from shipped-locales

Mongolian locale is not updated for 0.7. This means the end user will only see entity error messages resulting in a unusable Thunderbird / Sunbird installation.

- mn locale should be remove from shipped-locales files
- mn locale should not be packaged with Lightning
- no mn Sunbird packages or update snippets should be provided

Daniel, my checkin fixed the first issue in the bug report.

The third issue is also fixed. I'm not sure whether the second issue (mn locale should not be packaged with Lightning) is also fixed. If it is, then you can mark this bug as FIXED.
