nsMsgComposeService::ForwardMessage has the following comment:
// right now, forward inline won't work, since that requires opening a compose
// window, and would require major whackage of the compose code.
The inability to forward as inline forces it to disregard prefs and renders implementation of certain RFEs impossible, most notably the one I am working on.

"Message -> Forward As -> Inline" opens a Compose window, with the text of the original mail, a cursor in readiness for additional inline text, and all attachments (if any) of the original mail as attachments to the new mail.
IOW: this WFM on Thunderbird 2.0.0.12pre 2008013104 for Linux/i686.

oops: I didn't pay enough attention to the Summary (as opposed to the Description, comment #0). Please disregard comment #2. I suppose this bug applies to filters, not to manual forwarding?

yes, this is now possible thanks to the patch in bug 312025
