Bug 389628 replaced menu View -> Text Size by Zoom, and Ctrl+Mousewheel zooms instead of changing the text size.
Attached patch patch (obsolete) — — Splinter Review 
Ctrl+Scroll up (mousewheel) now zooms *in* instead of decreasing the text size.
