The default theme uses the *stripe CSS for SSL error pages,
but Modern needs to be updated with the changes from bug 401575.

*stripe actually uses a 10px top padding but I think it's supposed to replace a <br/> so I changed it to 1em to match the actual height of a line.
The colour is the same one that I used for the secure location bar.

Should the padding in the 2nd part be em as well? The rest of the css seems to use em for padding values.
