There's absolutely no win from a value of 1.

on upgrading, any product w/ votes to confirm=1 should be changed to =2.
any attempt to set the value to 1 should result in a value of 2 + a note explaining that the reporter can always vote for his/her own bug, and immediately remove the vote, defeating the benefit of votes to confirm.
maybe the originator should be given an automatic vote then?
What about a product where a user is allowed to put more than one vote per bug? Then the originator would just be able to put 2 votes on and remove them...

To prevent what you are trying to prevent, it would need to be "Maximum votes per person:" + 1, surely - and that just becomes silly...


Surely the solution to what you're trying to prevent is that if a bug drops below the vote level for confirmation, it goes back to unconfirmed?
I see absolutely no reason to implement such checks. An admin probably knows maths good enough to decide how many votes he wants to confirm bugs based on how many votes a user can put on bugs. And as Colin says, when you are allowed to vote more than once per bug, the logic would simply become crazy.
