403556 - Blocked popup statusbar icon sometimes appears for all tabs

For the last month or so, I have noticed that occasionally the 'blocked popup' icon in the status bar becomes persistent across all tabs; which is to say, it appears in all tabs - I open about:blank in a new tab and the status bar still shows the 'blocked popup' icon.

I'm not sure how to reproduce this, and I have no range, but if anyone can help then please do!

1. New profile, start firefox
2. Open a bunch of tabs from the mozilla start page.
3. Open the testcase. Note that a popup is blocked, and that the 'popup blocked' icon appears on the status bar.
4. Close this tab with the [x] on the tab.
5. Navigate to the other mozilla tabs

Expected:
- None of the other mozilla tabs should have the 'popup blocked' icon in the status bar

Actual:
- 'popup blocked' status bar icon present on all tabs, even if you open about:blank in a new tab
