It only remains disabled in the current window the Customize menu was accessed from. The menu becomes enabled when a new window is opened, but the menu only works in that new window. Reproducible: Always Steps to Reproduce: 1.Open new window 2.Right-Click toolbar to open up drop down menu 3.Click the "Customize..." option 4.Close the Customize Toolbar window Actual Results: On the closing of the Customize Toolbar window the menu of the browser remains grayed/disabled and cannot be turned back on. Expected Results: The menu should have been re-enabled after the window was closed.
WFM, i think that it has been fixed by Bug 403854. I had seen that before checkin, now it's WFM

I just checked it with the latest nightly and it still doesn't work. I think this may be a bug appearing only in Vista.
mmh, i'm testing this on Vista Ultimate and XP, and following your steps it is still workforme on both systems... Could you try in Safe Mode and with a clean profile?
I just tried it in Safe Mode like you had suggested and the bug doesn't occur. And when I tried it with a clean profile the bug doesn't occur then either. I don't think this bug is an issue now.
probably caused by an extension, try disabling them one by one to find what is causing that
I checked what extensions I had and the <a href="http://www.siteadvisor.com/download/ff.html">McAfee SiteAdvisor</a> extension was the one causing the bug. Once I disabled it the bug wasn't reproducible.
