Bug #69230 – Accelerators should not be affected by keyboard group/level
I tried on SeaMonkey/2.0a1pre, rv:1.9b2pre,Gecko/2007112302 work fine.
I am waiting this fix five year!!!

You should request this to be checked in on branch in the original bug. Additionally, this is not in SeaMonkey-specific code, so the SeaMonkey team by itself cannot do anything about it anyways.
