I hear here and there something like this was suggested but I don't see it filed, so here goes
my personal zooming cases seem to support this:
1. (most common) adjust body text for comfortable reading
a. (most common) increase ~one step
b. (less common) decrease ~one step, others
full zoom doesn't help the goal, and degrades quality of images without
improving their readability with such small increments; text zoom doesn't
tend to cause layout problems for body text
2. (less common) viewing from a greater than usual distance, e.g. for a
larger audience. zoom in several steps, layout problems with text zoom
only are probably usually to scale images as well
3. (occasional) work around white navigation element text wrapping into white
body background due to wider than designed-for default font by decreasing
zoom ~one step. full zoom obviously won't help here
not scaling images when zooming at non-intefer factors has the additional benefit of not making nearest-neighbor scaled images look like ass.
