copying and pasting in Composer produces strange characters

If I go to www.medjugorje.hr, click English, copy the top monthly message including the quotes, paste it in a new Composer window, save or publish the page and view the page, then the page shows up with strange characters. More specific, the special double quotes at the beginning and end of the message are corrupted. Worse, if I paste the message in an already existing page with older messages then all special characters in that page are corrupted. I remember that older versions of Seamonkey or Mozilla Composer didn't have that problem. And NVU 1.0 does this alright.

text looks fine here and in composer, UTF-8

text saved as "medjugorje" is saved as "medjugorje.html" and loads into navigator as Western(ISO-8859-1)
Setting   View -> Character Encoding -> UTF-8 is showing text correctly.

Sourceview in composer is showing <meta content="text/html; charset=ISO-8859-1" http-equiv="content-type"> and this is saved with the file. Preview/Normal View in Composer (of the pasted text) are showing the quotes correctly.

all boxes unchecked, Western(ISO-8859-1) selected.
The generated file medjugorje.html should display the correct characters when viewed, without the user having to change the character encoding from the menu. This is what previous versions of Mozilla and Seamonkey did, and what NVU does.

But the problem has been solved with the release of Seamonkey 1.1.7: according to its release notes I think my bug is a duplicate of bug 369392. The error of Seamonkey I mentioned doesn't occur any more in this release.
