When downloading a file and then selecting to open with a certain application (does not matter what) the file will be saved to the desktop NOT the location specified in the preferences/main 'save files to'
 
This could be the normal behavior. Just does not seem right to me. 

Reproducible: Always

Steps to Reproduce:
1.set the preferences/main 'save files to' to downloads
2.select a file to download
3.rather than saving select to open, the file will then be saved to the desktop as well as being opened with the appropriate application.  
Actual Results:  
file opens with app. File saved to desktop. 

Expected Results:  
file opens with app. File saved to downloads.
