40602 - proxy settings: XML parsing error

i need to be able to set up a proxy server, thats why this is marked as 
criticals.  
The build is the Nightly build downloaded about 30 mins ago.  9:40 GMT May 25

I go to preferences, Advanced, and the Proxy.  
Instead of the boxes i get a yello page with the message

XML Parsing Error: undefined entity
line number 82, Column 39:
<text class="label" value="&ssl.label;" accesskey="  [...]  
---------------------------------------^



[...]indicates there is further text on that line that i have not typed.  
i restarted Mozilla and the error reoccured (x3 so far).  

Think this is the version info:
Mozilla/5.0 (Windows; U; WinNT4.0; en-US; m16) Gecko/20000525
