네트워크 상에 존재하지 않는 페이지를 열면 페이지 읽기 에러가 발생하는데, 이 오류에 대한 설명을 해주는 내부 페이지가 열려야 합니다만, 한국어 팩에 들어있는 지역화 파일(jar:ko.jar/locale/ko/global/netError.dtd)의 불완전한 XML 테그로 인해 페이지가 올바르게 표시되지 않고 있습니다.
When opening a page which is not exist occur page read error, Firefox should show a internal error information page, but flawless Korean localization file (jar:ko.jar/locale/ko/global/netError.dtd) in the pack make it not to show correctly.

Reproducible: Always

Steps to Reproduce:
주소 표시줄에 존재하지 않는 주소(e.g. http://127.0.0.1/test.html)를 입력합니다.
Input a non-existing address at address bar (such as http://127.0.0.1/test.html )
Actual Results:  
에러: 부적합한 형식

첨부한 파일 끝부분을 보면 "/>"으로 끝나야할 XML 엔티티 테그가 "/ >"로 끝나있는데, 이것이 오류의 원인인 듯 합니다.
