context menu key doesn't include spell check consistently

In a TEXTAREA field, using keyboard navigation (not mouse) returning to a misspelled word (red underline) the context menu key (between the right hand Ctrl and Windows keys) produces the menu, but doesn't offer spell check options.

This happens frequently, but not consistently.  It seems to happen more often when several words and perhaps a carriage return have been typed after, but that could just be my perception.

Using the mouse to right-click does not produce the same symptom.



Reproducible: Sometimes

Steps to Reproduce:
1. Open a page with a text area (reply/forward in webmail, submit a bug in bugzilla, etc...)
2. mispell a word.  Type another sentence.  Use the arrow keys on the keyboard (NOT the mouse) to navigate back to the misspelled (and red underlined) word.
3. use the context menu key on your keyboard.
Actual Results:  
My actual results in the "Steps to Reproduce" field above: context menu on "mispell" came up without spell check (first line option was Undo).  Arrow up once to "bugzilla" and it gave me the options for "mispell," not for bugzilla!  Webmail as one word in the same field also came up with no spell check.

Expected Results:  
Behavior should match that of right-clicking on the same misspelled words.  In general, the context menu key should produce a menu identical to that produced by right-clicking on the same point.
