I think it'd be nice to scroll the tab bar with horizontal scrolling. It's much more intuitive than vertical scrolling on devices that have them (most laptops and certain weird mouses)

A touchpad using Synaptics (the touchpad management software on most laptops)  or other touchpad management software have a horizontal scroll feature. This is usually used for wide pages. I think it's much more intuitive to scroll the tab bar using horizontal scrolling rather than vertical scrolling when horizontal scrolling is available (keep the vertical scrolling, most devices only have vertical scrolling)

Is this different from bug 408053?  (Did you accidentally file this twice?)

Ah, yes. I thought this one failed to get filed, cause the response page after filing was some weird, unusual page. (I'm new to the Bugzilla, so I'm yet to know its odd and ends)
