408083 - Freeze when history list is displayed on a window while another window brings up the cookie panel

While waiting for a page to load I went to another window and clicked on history. While the history list was up, the window that had been loading tried to put up the dialog box asking for what to do about a cookie. I had  checked Ask me before accepting each cookie. If there is a third window it is possible to escape by selecting the third window. If there are only 2 windows, everything is locked up.

Reproducible: Always

Steps to Reproduce:
1. Ask me before accepting each cookie in preferences 
2.open a window which will attempt to set a cookie which is not on the exceptions list
3.go to another already open window and click on history
Actual Results:  
I was not able to select either window to dismiss the dialog or get out of the history list

Expected Results:  
allowed me to select either window
