We created emOverlay.xul during the transitional phase from xpfe to toolkit. We don't need it now, so we should drop it. Functions are moving back into tasksOverlay.js (replacing old ones where appropriate) and xul is moving back to tasksOverlay.xul. No locale changes necessary.
