408849 - sync patcher configs from mofo repo to public repo

As Rob mentioned in bug 406627, we need to make sure the public patcher configs are synced with the ones in mofo. After fx3.0b2/tb15o14 are done that would be a good time to do this.

After this we shouldn't have to sync manually again. (Can someone confirm that?)

This patch simply updates the public patcher configs to the current version located in mofo. For moz180 this adds Tb15oh14, for moz19 it adds 3.0b2. moz19-branch-patcher2.cfg has a lot of rearranging going on too, because of how Config::General wrote it out. Spacing has changed, ordering has changed, etc.

I'll be landing the patch in bug 406627 at the same as this so we shouldn't have to do this again.
