For some reason, WebmailCompose is back in the sandbox.
There may also be GreaseMonkey scripts to do this as described at http://forums.mozillazine.org/viewtopic.php?t=103810&postdays=0&postorder=asc&postsperpage=15&start=300

Maybe I'm misunderstanding it, but it looks to me like there's no way for a user to set it.
