Bug 389628 added 3 preferences for Full Zoom mode.
fullZoom.maxPercent
fullZoom.minPercent
toolkit.zoomManager.fullZoomValues
All 3 preferences should be under toolkit.zoomManager.

fullZoom.maxPercent and fullZoom.maxPercent are more general prefs and are used here:
