Contributors Tools are only useful to contributors. Anything useful to end users should be put in User Tools.
I don't know about this one. Having that box visible to users might be a good way to get more contributors.
We could add a "Want to help out?" link in the user box for non-contributors.
Sure. It should link to the Contributor Home Page.
Contributor Tools are now only visible to contributors, and User Tools has a "Want to help out?" link.
