mousewheel for Kensington Turboball doesn't work

Details
I didn't find this in the existing bug reports, but the Turboball trackball is
relatively new. I am using their latest Mouseware 2.4. Their
scrollbutton/mousewheel works everywhere else (including Netscape and MSIE) but
not in the latest (5/29) build of Mozilla. It doesn't work even if I click on
the scroll bar in Mozilla (I sometimes have to do this in Netscape 4.73).

for lack of a better component, changing to event handling and reassigning to
bryner, who handles mousehweel stuff

I don't have this type of mouse, but confirming so bryner can take a look.

Is this a dup of 39335?
It does look like a dup of that bug (I didn't find it before...sorry). The
drivers for the Turboball are the same as the trackball/mouse ones.
