There's no reason to be directly using Gecko APIs in the Security pane.

Landed on trunk and MOZILLA_1_8_BRANCH.
No project twiddling needed, since it wasn't linking core. It's just a small step toward ripping all the Gecko stuff out of PrefPane.xcconfig
