Firefox shows '?' signs in tab names, address and search bars in case of non-english input locales (for example in russian locale).
same situation with tooltips, lists and submit buttons (on page).

Reproducible: Always

Steps to Reproduce:
1. follow with the first URL specified
2. create new tab
3. follow with the second URL in new tab
Actual Results:  
tab titles are shown with '?' signs instead correct characters.
same result may be achieved if to type something (in russian locale) in search bar.

Expected Results:  
both Opera and Safari are work correct at the same situation(s).

this bug was appeared just in Leopard (10.5 - 10.5.1) OS. previous OS (Tiger) caused no such problem.

This appears to be a FF2-only problem, tested on 10.5 with FF3b3-ru and everything looks fine:

Mozilla/5.0 (Macintosh; U; Intel Mac OS X 10.5; ru; rv:1.9b3) Gecko/2008020511 Firefox/3.0b3

Irina, the Beta3 release of Firefox3 should be out in the next few days, it would be helpful to know if see the problem with that version.

This is bug 401803. (This bug really belongs back in Gfx:Mac in Core Graveyard, but I can't move it there.)
