41145 - XBL bindinginit event handler needed for XBL bindings.

Right now there is no way for a binding to know that it has now been "called" so 
that if there is any sort of js actions or initializations which need to be done, 
the will occur.  This is a fundamental property of bindings IMHO - equivalent to 
"onload" in regular xul or html.  There are many uses for this which I and others 
can spell out, and would make some difficult problems now much easier.

This is needed to make toolbar collapsing work properly.  We should check to see 
if that has had nsbeta2+ marked on it.

I believe the toolbar collapse bug is bug #37766 (which got nsbeta2-).

A second use case is having <radiogroup> guarantee that one and only 
one of its child <radio>s is selected on initialization.

This requires re-evaluation because of a new wrinkle.  I need to add support for 
this in order to avoid having to modify the syntax of every tree in the product 
on the tree/grid switch.

It also solves another XBL problem exposed yesterday.

basically, there are several widgets that need this... <menulist> when moved 
into XBL will need this.  <radiogroup> needs it.  <toolbox> needs it.  and now 
<tree> is going to need it.  

This is also a complaint of external developers, and so I think it may also be 
pretty important for mozilla.  cc'ing brendan.

definitely will need to be nsbeta3 though
