excessive multiple tabs required to access + button from input field of filter dialog. should only need 1 or two tabs to reach the + button.

steps to reproduce:
1. create rule
2. type in input term 1, and 3. tab (once) to "+" and create new filter criteria line
3. repeat #2
4. click in term 1 and try to tab to "+"

result - takes several (3-7) tabs to reach "+"

5. repeat #2
6. repeat #4
7. click other terms and try to tab to "+"

result - number of tabs to reach "+" seems to vary (still excessive), no discernible pattern to number of tabs required


I remember it taking 2-3 tabs to get to the "=", but I don't remember this being variable or requiring so many clicks. version 2.0.0.9 (20071031) and trunk  i didn't try older versions to determine if this is a regression.
