Carlin Mendonca, the developer, has confirmed that he is working on it. 
It is also listed on his homepage as "coming soon": http://www.firefoxreloaded.com/
Still "Firefox 2.0 - 2.0.0.*", last update "April 15, 2008"; looks dead.  RESOLVED WONTFIX?
Legacy extensions are no longer valid in Firefox 57, closing.
