Under firefox when I scroll to the end of a page, the lower scroll button can still be clicked. Under native gtk+ applications, the scroll button is grayed out once you scroll to the end.  

I'll attach two screenshots for comparison between firefox and nautilus.

This seems like a duplicate of bug 342841, but it is “FIXED”! :-/
