41287 - sidebar urls should not go into global history (last visited page pref gets messed up)

***Overview Description: 
This bug is split off from bug 37324 which deals with a similar situation with the MailNews start page.

  The sidebar loads http: url's to get the info that is displayed in many of the panels (news panels for instance). These urls are 
making their way into Global History and probably shouldn't.

This becomes a problem when the 'Navigator starts with': last page visted pref is set. On the next restart or new window a sidebar 
url is loaded into the content area.

***Steps to Reproduce: 

1) Open preferences(Edit|Preferences) and select Naviagtor from the left pane. Click the radiobutton next to 'Last page visited'.

2) You should have the CNN.com panel and/or 'News' panel loaded in your sidebar. (Add>Customize, in the Sidabar)

3) Click to open either of these and they should pull fresh content (it will note a time).

4) Open a new browser window.



***Actual Results: 

Global history will record a url of the form http://sidebar.cnn.com or sidebar.netscape.com as the most recent entry.
The new browser window will open up and have that sidebar content in the browser window. The same thing would happen if oyu 
were to quit and restart.

***Expected Results: 

For sake of this pref sidebar urls should be ignored, which should probably be accomplished by them not being in Global History.
[personally, i wouldn't mind an alternate sol'n that would still allow them to go into global history]

***Build Date & Platform Bug Found: 

All platforms with the 2000060108 builds.

***Additional Information:

I imagine this should happen fairly often as the news panels tend to update fairly regularly (cnn every few minutes) which would 
then be a major annoyance for anyone with this pref set when they opened new windows.

adding nsbeta2 as the counterpart to this bug(bug 37324) has already been plussed and I contend this is worse b/c it happens 
more frequently.

Radha tells me that this bug and bug #37324 are basically the same problem.  
Radha, Claudius, and I agreed to mark this a dup of that bug.
