Missing <groupbox> outline under Linux. On windows platform all ok.

Steps to Reproduce:
1. Open groupbox-outline.xul demo under gtk linux platform
Actual Results:
Groupbox element not outlined. As shown in groupbox-trunk.png
Expected Results:
Groupbox should be outlined. As shown in groubbox-should-be.png

This is intentional, because its what the GNOME Human Interface Guidelines define as a good, simple groupbox design.
