When "Remember what I've downloaded" is disabled and "close downloads window when all downloads are finished" is selected, the download manager will remove the last completed download from the download manager window when it is finished, but will not close the actual window until it is brought back in to focus.

Reproducible: Always

Steps to Reproduce:
1. Begin a download
2. Bring the main browser window in to focus before the download is complete
3. Wait for the download to complete, bring download manager back in to focus
Actual Results:  
Download manager closes when brought back in to focus

Expected Results:  
Step 3 should be impossible - download manager should disappear once final download is finished.
