Using 2008/01/25 nightly build of 3.0b3pre.

The restart buttons seems to always be enabled, even when starting a new profile with no extensions whatsoever.

It should *only* be enabled when there is something to gain from a restart: An installation/removal of an add-on.
I disagree with this thinking completely, as I find the restart button exceedingly useful for restarting the browser when I need to...

I entirely agree that it is useful but I completely disagree with making the one in the add-ons manager be the one used when doing general restarts.
