This bug can be reproduced on Mozilla/5.0 (X11; U; SunOS i86pc; en-US;
rv:1.9b3pre) Gecko/2008013101 Minefield/3.0b3pre

Steps to Perform:

   1. Pause multiple downloads
   2. Resume the bottom-most download

	
Expected Results:
Ensure that the other downloads all stay in their current places, but resume as appropriate; the bottom-most download, which is now resumed, should appear at the top of the Downloads window.

Actual Results:
The bottom-most download, which is now resumed, is stay in it's current place.
