41675 - progress bar doesn't react when a link is selected

If a link is clicked on a framed page, the progess bar doesn't react at once.
Only when the new page actually starts to load, the progress bar starts showing
some activity. That is, during the request phase, nothing visible happens, which
means that you're never quite sure if the link was pressed or not. This also
happens with forms.

Reproducible: Always
Steps to Reproduce:
1.find framed page
2.click link and watch the progress bar



Actual Results:  nothing happens until page starts loading

Expected Results:  progress bar (and status line) should show some sign of activity

I'm not quite sure that this is frames so much as html element (cc'ing clayton), 
but I do see this.  On 60820 win98, I went to http://www.thecompanytheatre.com/ 
and clicked on the various image links in the left frame...even with a fast DSL 
connection, I could tell that the progress bar didn't activate until the page 
began to load on the right.

This bug, about the progress bar when the current page is a frameset, is
currently masked by the bug where request progress isn't shown in the progress
bar at all. Marking dependency.
