DESCRIPTION:
While mozilla allows "<!-" to begin a comment, this delimeter is not shown by
view-source (it just disappears)
STEPS TO REPRODUCE:
* load attached testcase
* choose View | Page Source
ACTUAL RESULTS:
* see text "This is a malformed comment. -->"
EXPECTED RESULTS:
* should see text "<!- This is a malformed comment. -->"
DOES NOT WORK CORRECTLY ON:
* Win98 mozilla 2000-06-06-09-M16

Trivial fix, and it corrects a dataloss.

Trivial fix -- correctly prepends "<!-".
